Value vs. Chroma: Why does the shade look too dark?

In dental shade matching, why does a selected shade sometimes appear “too dark” even when the hue looks correct? Is it mainly due to an incorrect value (lightness) rather than chroma (saturation), or can factors like lighting conditions, surrounding oral tissues, and material translucency also affect this perception?
